Texas CMBL Registration Guide

How to register on the Texas Centralized Master Bidders List (CMBL) to receive solicitation notices from Texas state agencies.

What Is the Texas CMBL?

The Texas Centralized Master Bidders List (CMBL) is maintained by the Texas Comptroller's office. It is the state of Texas's vendor registration system.

Registering on the CMBL allows you to:

  • Receive solicitation notices from Texas state agencies
  • Be identified as a Texas-registered vendor
  • Pursue state agency contracts, including Texas Department of Transportation, HHSC, DIR, and hundreds of others
  • Qualify for HUB (Historically Underutilized Business) program certification (separate process)

Registration is $70 for two years.

You need both if you want to pursue both federal and Texas state contracts.


Before You Start

Have ready:

  • Business legal name
  • EIN
  • Business address and contact information
  • NIGP commodity codes (Texas uses NIGP codes, not NAICS — explained below)
  • Credit card for $70 registration fee

Step 1: Identify Your NIGP Commodity Codes

Texas state purchasing uses NIGP (National Institute of Governmental Purchasing) commodity codes, not NAICS codes.

  1. Go to the Texas Comptroller NIGP Code Search
  2. Search by keyword for the products or services you offer
  3. Note the 5-digit commodity codes that match your business

Select all relevant codes — this determines which solicitations you receive notifications for.


Step 2: Go to the CMBL Registration Portal

  1. Go to Texas Comptroller CMBL
  2. Click "Register as a New Vendor"
  3. Create a login/account if you don't have one

Step 3: Complete the Vendor Profile

Enter:

  • Business legal name
  • EIN/Tax ID
  • Business address
  • Primary contact information
  • Business type (LLC, Corporation, etc.)
  • Ownership demographic information (for HUB program eligibility tracking)

Step 4: Select Your NIGP Codes

Search and add your commodity codes. Be thorough — you only receive notifications for categories you've selected.

Tip: Think about this from a buyer's perspective. If a state agency needs your service, what would they search for? Add those codes.


Step 5: Pay and Submit

  • Registration fee: $70 for a 2-year period
  • Accepted payment: credit card online

After submission, your vendor profile is typically active within 1–3 business days.


Receiving Solicitation Notices

Once registered, you will receive email notifications when Texas state agencies post solicitations matching your NIGP codes. These notifications include:

  • Invitations for Bid (IFB)
  • Requests for Proposals (RFP)
  • Requests for Qualifications (RFQ)
  • Emergency purchases

Review each carefully. Not every notice is an opportunity worth pursuing — be selective based on your capacity and capabilities.


HUB Program (Optional But Valuable)

The Texas Historically Underutilized Business (HUB) program certifies businesses owned by:

  • Women
  • African Americans
  • Hispanic Americans
  • Asian Pacific Americans
  • Native Americans
  • Service-Disabled Veterans

HUB certification gives you access to state agency HUB subcontracting plans and can make you more competitive. It is a separate application process from CMBL registration.

Maintaining Your Registration

  • Renew every 2 years to maintain active status
  • Update your profile when your address, contact, or commodity codes change
  • An expired registration means you no longer receive solicitation notices
